A recent update to Chrome has made Chrome aggressive about offering to fill Passkeys, even when 1Password is the master of the Passkey house. You'll sometimes see a prompt to "use passkey from another device" even if you have all Chrome password management features disabled.
Thankfully, the workaround is fairly simple, though it not be long-lasting between updates to Chrome.
- Go to chrome://flags
- Find and disable "Reintroduce hybrid passkey entry point."
- Relaunch Chrome when prompted and the annoyance should be gone.
